Utah Resource Chief has strange view of water

Utah newspapers have quoted Utah Department of Natural Resources Executive Director Mike Styler saying “We’ve always said Nevada can do what they want to with their own water rights, but they can’t have Utah’s water rights. And this agreement defines what is Utah’s and what Nevada cannot dip into.”

We're wondering if anybody can set us straight on how the Utah water will stay in a underground bathtub that straddles the Utah/Nevada border when SNWA pulls the stopper out of the Nevada half?
